'We filtered Expedia for "All-Inclusive," but the hotel listed All-Inclusive and "Free Breakfast" rooms at the same price. We thought it was included, but arrived to a surprise fee of $140/person/night. The front desk said we were the 5th group that day with this Expedia issue.
